William "Billy" C. Starks, 66, of Junction City, KS, joined his heavenly Father on June 24, 2016. Penwell-Gabel Funeral Home will be assisting the family.

Billy was born on August 23, 1949 in Junction City, KS, to Ralph and Grace Starks.
He was a member of the Second Missionary Baptist Church of Junction City, KS.
Billy was a happy person. He loved listening to old school R&B and was known to share his love of it with others. He loved to laugh, sit outside, and talk to people. He was a friend to all. He loved to talk to everybody. It didn't matter if he knew them for a while or if they were a stranger he just met. His daughter, Nicole, would visit him and they would sit and listen to music. Their conversations were always filled with laughter. Sometimes while the music played, Billy would want to dance. Nicole and he would do a two step together. One of the things Nicole will cherish about her dad was how he always showed his love. There was no hiding that he loved his family. Billy's grandkids will remember that he loved to spend time with them and watch movies. He was a loving father, grand-father, and great-grand-father. He will be missed by all.
Billy is survived by his loving family: his daughter, Nicole Rucker of Junction City, KS; two granddaughters, Ramona and husband Joseph Roberts of Junction City, KS, and Jerrica White of Junction City, KS; two grandsons, DaMarcus Rucker of Junction City, KS, and Darrian Wilson of Manhattan, KS; Great-Grandson, Josiah Nathaniel King Roberts of Junction City, KS; and brother, Ralph Thomas Starks, Jr. of Glendale, AZ.
He was preceded in death by his mother Grace Marie Wilkins, father Ralph Thomas Starks Sr., and brother Fredrick Jess Starks, Sr.
