Services for MSG William "Bill" L. Payne,46, of Fort Riley, KS will be held at Morris Hill Chapel, Friday, May 30, 2003, at 10:00 a.m. Chaplain (LTC) Daniel Jenks and Chaplain (LTC) Timothy Willoughby. MSG Payne died May 16, 2003 at
Haswah,Iraq. No visitation is being held. Burial will be held at Fort Riley Cemetery, Fort Riley, KS with full military honors. No memorials have been designated. MSG Payne was born September 20, 1956, at Monroe, Michigan
to William and Rosemary (Hartman) Payne, he graduated from Otsego High School in 1975. William married Karin Sommer October 18, 1978 at Germany. After graduating high school, William enlisted in the United States Army Reserves as an Infantryman. In September of 1979, he joined the active duty as an Armor Crewman. He raised up quickly through the ranks in 2/32 Armor in Germany. He became a Platoon Sergeant in 1988 and also served as the Company Master Gunner of A Company. From 1989 to 1992 he used his Master Gunner skills as an
instructor and doctrine writer at Fort Knox, Kentucky. He then spent a year in Kuwait as a Master Gunner during the Southwest Asia Ceasefire, and then moved to Fort Carson,Colorado, where he served as a Platoon Sergeant until 1995. He continued his work as a Platoon Sergeant and was assigned to 4-37 Armor at Fort Riley, Kansas. After only four months, he was conditionally promoted to First Sergeant of C Company, 2-70 Armor Battalion. He remained at Fort Riley until 1999 serving as a First Sergeant in both HHC,2-70 Armor and HHC, 3BCT. MSG Payne then served as a Battalion Sergeant Major in Fort Lewis, Washington until his return to Fort Riley in 2001. He then resumed First Sergeant duties in HHC, 3BCT until reassigned as the Intelligence NCOIC for 2-70 Armor. MSG Payne deployed on March 5, 2003 in Support of Operation Iraqi Freedom. He died
near Bagdad. MSG Payne's awards include the Bronze Star, the Meritorious Service Medal with 4 oak leaf clusters, the army Commendation Medal with 3 oak leaf clusters, the Army Achievement Medal with silver oak leaf cluster, the Kuwaiti Liberation Medal, the National Defense Service Medal, Good Conduct Medal, Army Service Ribbon, and an NCO Professional Development Ribbon.
